Florida Ethics Commission Tosses Out Case Against Rubio

The Florida Commission on Ethics dismissed a complaint against Sen. Marco Rubio that accused him of breaching the public's trust and misusing his political position for personal gain.

The complaint, filed in 2010 by Michael Ryan, a Democratic donor from Fort Lauderdale, , charged that while he served as speaker of the Florida House, Rubio misused a state party credit card for personal expenses. Ryan also accused Rubio of using his political position to secure employment at a university and a hospital. Ryan based his claim on a number of newspaper reports.

These issues arose during Rubio's 2010 campaign for the Florida senate seat. He eventually won, but they're still considered among the controversies that could hurt Rubio's political stock down the line.

After the case sat unreviewed for nearly two years, Rubio asked the commission to drop the "baseless claim" in March, just as his name began to be floated as a potential vice presidential running mate. The commission decided today to dismiss the case, clearing him of any wrongdoing alleged in the complaint.

In April, Rubio admitted he made a "mistake" in the way he handled his state party card but emphasized that he did not bill any of the expenses to the Republican Party of Florida, but instead paid the credit card company directly for any mischarges.

"I did not bill personal expenses to the Republican Party of Florida. The Republican Party of Florida never paid my personal expenses. Never. But look, you know, I shouldn't have done it that way. It was a lesson learned," Rubio said in a Fox News interview in April. "It was a mistake. If I had to do it over again, I'd do it very differently."

"At the end of every month, we would get those statements. We would see what was on there that was party-related, and the party would pay that. If it wasn't party-related, I would pay that directly to American Express. Now, obviously, in hindsight, it looks bad, right? I mean, why are you using a party credit card at all? Well, some of these expenses were because a travel agent had the ? credit card number, and they billed it to that card instead of the other card. Sometimes, it was just a mistake, you know, literally just reached for the wrong card."

Wegner wanted to create a way for more doctors to use the minimally invasive procedure, called Fine Needle Aspirate, in order to ease the process of having lumps examined.

Breast cancer affects one in eight women worldwide, she noted, including members of her family.

?Early detection is really important,? Wegner said. ?And that is what I?m trying to do with my neural network.?

Artificial neural networks are essentially computer programs coded to think like the brain, she explained. Only they can detect patterns that are too complex for mere humans.?

And they get better as they process more and more data.

Wegner started building these networks in the seventh grade after studying the future of technology for a school project.?

?I came across artificial intelligence and was just enthralled. I went home the next day and bought a programming book and decided that was what I was going to teach myself to do,? she said.

Her first neural network played soccer.

For her Google Science Fair project, she built a neural network with Java and then deployed it to the?cloud. She ran 7.6 million trials on it and found it is 99.1 percent sensitive to malignancy.

?As I get more data, the success rate will go up and the inconclusive rate will go down,? she said. ?So with more data, I think it is hospital ready.?

She also?compared her custom-built network to three off-the-shelf products that she tweaked to work with her dataset. Her sensitivity to malignancy was 4.97 percent better than the commercial networks.

Now that her network is built and shown to get smarter with experience, Wegner aims to deploy it in hospitals. She also wants to extend it to other types of cancer.

?It will require a little bit of coding and tweaking, but it would be very easy to adapt it so it could diagnose other types of cancer and potentially other medical problems,? she said.

Before she gets cracking, though, Wegner deserves to bask in the glory of victory. The grand prize comes with $50,000 in scholarship money, an internship with a fair sponsor and a 10-day trip to the Galapagos Islands.

?I?ve never been to South America,? she said. ?I?m so excited.?

In Iraq's deadliest day in 2 years, co-ordinated string of attacks nationwide kill at least 106

BAGHDAD - Bombings and shootings ripped across Iraq on Monday, killing at least 106 people in the deadliest day in more than two years. The co-ordinated attacks in 15 cities sent a chilling warning that al-Qaida is slowly resurging in the security vacuum created by a weak government in Baghdad and the departure of the U.S. military seven months ago.

Though there was no immediate claim of responsibility, the leader of al-Qaida in Iraq declared last week a new offensive aimed at sowing instability across the country.

Iraqi militants have kept up a steady drumbeat of deadly attacks since the U.S. pulled out in December, ending nearly a decade of war. They have sought to increase the chaos created by the deepening sectarian political crisis that pits Sunni and Kurdish leaders against Shiite political powers.

"Al-Qaida is trying to send a message that it is still strong and can choose the time and places to attack," said Shiite lawmaker Hakim al-Zamili, a member of parliament's security and defence committee. He said weaknesses in Iraq's ability to gather intelligence about terror plots, or stop them despite security checkpoints has shown how toothless the government is in protecting its people.

Al-Zamili also raised the spectre of al-Qaida infiltrating security forces. If these gaps are not closed quickly, he said, "the attacks and explosions will continue and al-Qaida will be stronger."

In one brazen assault on Monday, three carloads of gunmen pulled up at an Iraqi army base early Monday near the northeastern town of Udaim and opened fire, killing 13 soldiers before escaping, two senior police officials said.

The deadliest attack, however, took place just north of Baghdad in the town of Taji, where a double bombing killed at least 41 people. The blasts were timed to hit as police rushed to help victims from a series of five explosions minutes earlier.

Monday's violence bore most of the hallmarks of al-Qaida: the bombings and shootings all took place within a few hours of each other and struck mostly at security forces and government offices ? favourite targets of the predominantly Sunni militants. And most of it happened in the capital and in northern areas the terror group used to control and where they now stand the best chance of regaining a foothold.

More than 200 people also were wounded in the onslaught Monday, Iraq's bloodiest day since a string of nationwide attacks on May 10, 2010, killed at least 119 people. Spokesmen for Iraq's government and Shiite Prime Minister Nouri al-Maliki could not be immediately reached for comment.

Iraq's Interior Ministry, which oversees the country's security, condemned the attacks, calling them a "flagrant violation" of the ongoing Muslim holy month of Ramadan. It said security officials now planned to devise a new strategy to protect the public, but said complaints about the security gaps were "not useful."

Al-Qaida for years has been seeking to re-assert its might, although U.S. and Iraqi officials insist it is nowhere as strong as it was when the nation came to the brink of civil war between 2006 and 2008. But the militant group's local wing ? known as the Islamic State of Iraq ? is now seizing on the vacuum left by the Americans and Baghdad's fragmented government.

Baghdad political analyst Hadi Jalo said al-Qaida in Iraq, as a Sunni group, feels emboldened by the success of the Sunni-dominated uprising in neighbouring Syria against Damascus' Alawite rulers. The Alawites are an offshoot of Shiite Islam.

"It is leading a sectarian war and Iraq is part of its war and ideology in this region," Jalo said.

In a statement issued Saturday, the leader of al-Qaida's affiliate in Iraq warned that the militant network is returning to strongholds from which it was driven from while the American military was here.

"The majority of the Sunnis in Iraq support al-Qaida and are waiting for its return," Islamic State of Iraq leader Abu Bakr al-Baghdadi said in the statement that was posted on a militant website.

The local wing of al-Qaida, known as the Islamic State of Iraq, has long been at odds with al-Qaida's central leadership. The global network's current leader, Ayman al-Zawahri, has in the past criticized Iraq's movement for targeting civilians. But earlier this year, al-Zawahri softened his stance, and included ISI militants in a network plea for fighters to join the Syrian uprising.

Previous al-Qaida offensives have failed to push the country into civil war, largely because Shiite militias in recent years have refused to be lured into the kind of tit-for-tat killings that marked Iraq's descent six years ago. Additionally, for all its weaknesses, the Iraqi government now holds more authority than it did during those dark years, and, by and large, citizens have no desire to return down that path.

Still, the militant group appears to be banking on Iraq's fragility in its campaign to throw it into permanent chaos. Sectarian tensions have risen due to a political crisis stemming from terror charges the Shiite-led government has filed against one of the country's vice-presidents, who is one of Iraq's top Sunni officials. He says they are politically inspired.

Mohammed Munim, 35, was working at an Interior Ministry office that issues government ID cards to residents in Baghdad's Shiite Sadr City neighbourhood when a car exploded outside, killing 16 people.

"It was a thunderous explosion," Munim said from his bed in the emergency room at Sadr City hospital. He was hit by shrapnel in his neck and back. "The only thing I remember was the smoke and fire, which was everywhere."

Most of the cities and towns pounded by bombs Monday are located in Sunni-dominated areas that nonetheless include sizable pockets of ethnically- and religiously-mixed populations.

In the Baghdad suburb of Hussainiya, a car exploded near a construction site, killing two, police said. Farther north, bombs planted in five towns around Kirkuk and in the oil-rich city itself, killed nine people, officials said. And at least four attacks in the northern city of Mosul ? a former al-Qaida stronghold ? left 10 people dead from bombings and shootings, police said. All of the casualties were confirmed by police and health officials who spoke on condition of anonymity because they were not authorized to release the information.

In northeastern Diyala province, police spokesman Maj. Ghalib al-Karkhi said exploding cars, roadside bombs and a drive-by shooting at a security checkpoint killed 11.

Only one of Monday's attacks occurred in undisputed Shiite territory: a bomb in the southern town of Diwaniyah that police said killed three people and wounded 25.

I like to think of Foodie Fiasco as a big happy family and not me yammering on about coconut flour and you sitting going like ?ugh?? Doesn?t a big happy family who has reunions with REALLY awesome desserts sound way better than ?ugh?? That?s what I thought.

If you have not joined the family yet, I would absolutely love it if you would do so by leaving a comment on this?page. But, instead of just creating the family and then forgetting about it, I thought we should take it a step further. And then a few steps after that. You know, why not? Exactly.

1. I am fourteen years old and I will be a freshmeat in high school next year. Although my new school is a lot bigger than my old school, it is more established and well-resourced and I am very excited to go there.

2. I like to eat. A lot. I am a vegetarian and I do watch my carbs, which makes me just a *little* hard to eat with. (NO! I WANT MY DRESSING ON THE SIDE!) I do try to be as cooperative as I can but? you know.

3. I am a thorough apple eater! When I devour my beautious fuji, the bare core is the only remainder. I love me my apples and I do not intend to waste any part of them.

4. I am a singer and an actor, and I have been one all my life. I used to think those were my only passions, but as my life has progressed, food, this blog, and all of you have made it into my heart. I really love doing this. I really do.

5. My mom just had surgery a few days ago. If you?ve known me awhile, then you know that my mom was diagnosed with stage 2 breast cancer last year. Since then, she has had three surgeries, chemo, radiation, and is on a pill everyday for the next five years. Luckily, her prognosis is excellent and we have been so lucky with support and love, but it is still difficult. I love my mom more than anything.

Okay, that?s five things about me! Now that I?ve opened up, I want to hear about you. Maybe if you don?t want to say FIVE whole things (arg, counting), one teensy little thing will do the trick and make me smile.

I had a lovely, very lovely experience though I had yet ANOTHER lapse in my mission to keep the sugar devil at bay. I was greeted as soon as I got in the door. I?ve been meaning to go to this place but it?s kinda out of the way.

It?s got a Granny decor vibe to it and more so when I bit into those homemade marshmallows $1 each. These are a MASSIVE TREAT because avoiding sugar is such a pain in the arse but these were so adorable that I just had to eat them. They were pink squidgy inside, not too rubbery and light as meringue. The best thing that it wasn?t sickly sweet which is so synonymous with commercially made marshmallows and toasted coconut that it was rolled in was a very nice touch.

My very big coffee in very big cup was such a delight. Almost like a bowl and at $4, it was a good bargain. They use ?The Maling Room? coffee Ethiopia GUJI (sweet aroma blueberry, raspberry, lychee, pineapple, orange and berries. Complex, full mouth feel and brandy finish) but to me it tasted like it had caramel undertones topped off with a luscious creamy milk.

I started to really get into this magazine called ?Stop Smiling? about film legends that was recommended by the lovely moustachioed dude who made my coffee.? Rightly deserving jazz sound track was the soundtrack for the afternoon with Louis Armstrong and Jimmy Reed crooning away.

Bonus points tasteful pink everywhere and that there are gluten free items on the menu.

Chance of returning: Low ? ONLY because it?s really out of my way but for the good service and food?it?s very much worth the trip.

Obama bracing to be outspent by Romney

WASHINGTON (AP) ? Barack Obama was the first presidential candidate to raise more than $100 million in a month and in 2008 was the first to forgo public money for his campaign. Now, he faces the very real threat of being the first president to be outspent by a challenger.

Obama, who four years ago broke just about every fundraising record for a presidential hopeful, has now been forced to look his supporters in the eye and confess he might not keep pace with Republican Mitt Romney. It's a sobering realization for his campaign, which had imagined an unlimited budget for ads, offices and mail.

"I will be the first president in modern history to be outspent in his re-election campaign," Obama wrote to supporters recently.

It wasn't supposed to be this way. Conservatives just two years ago feared Obama would raise and spend a billion dollars in the 2012 campaign. Now, there is a real possibility that Romney and his official partners at the Republican National Committee could overtake Obama in total spending.

How did Obama go from fundraising juggernaut to money chaser in just four years?

In the early days of the 2007 primaries, he used fundraising success to puncture Hillary Rodham Clinton's aura of inevitability. Obama surpassed Clinton's primary fundraising in the first two quarters of that year ? $25 million to Clinton's $20 million from January to April, and $31 million to Clinton's $21 million in the three months that followed.

The numbers shocked observers and inspired supporters to give even more to the fresh-faced, first-term senator from Illinois. But now that magic seems elusive.

"They bought into hope and change and they're not getting it. There's some buyers' remorse," said Greg Mueller, a Republican strategist who is a veteran of Pat Buchanan's presidential campaigns.

Then, the potential was so great that Obama became the first modern candidate to bypass the public financing available to presidential candidates, and the spending limits that come with it, since the system was created in 1976 in the wake of the Watergate scandal.

At the same time, Obama shunned independent groups that sought to help his campaign and told supporters not to give to them. In his mind, he simply didn't need them and urged allies to shut down independent efforts to attack rival John McCain. He preferred to level criticism of his choosing, on his own terms.

But two years later, midterm elections yielded defeats for Democrats who lost their majority in the House. Early fundraising reports in 2011 showed the Republican independent groups were awash in cash, and Obama relented. With an economy that hasn't recovered quickly enough for voters, he opted to accept whatever help he can find, giving the go-ahead for outside groups to raise and spend cash on his behalf. His top advisers now are helping the groups he once abhorred, but he sounds unhappy about it.

"In the next four months ... there's going to be more money spent than we've ever seen before. Folks writing $10 million checks to try to beat me, running ads with scary voices," Obama lamented at a fundraiser Tuesday in Texas.

Part of the about-face was fueled by the Republican primaries. Casino magnate Sheldon Adelson donated $20 million to an independent group that, for a time, kept former House Speaker Newt Gingrich afloat. Adelson now is backing a pro-Romney group with at least another $10 million.

Like Obama's official campaign and its partners at the Democratic National Committee, outside groups on the Democratic side are at an admitted disadvantage.

"There's no doubt that Romney's campaign and the super PACs supporting him will outspend the president's campaign and the super PACs on our side," said Bill Burton, a former Obama aide who is now running an independent pro-Obama group. "There's more money on the Republican side."

Obama demonized Wall Street bankers and they responded by closing their wallets. He also has called on wealthier Americans to pay more in taxes ? hardly an inspiration to donate, his advisers concede. For some of his most liberal supporters, he has not done enough to promote stronger unions or tougher environmental laws.

And, unlike four years ago, Obama is not campaigning as an optimistic vessel of hope and change.

Obama and his allied DNC committees raised $71 million in June, short of Romney's and Republicans' $106 million. Romney's June haul was just the second time in history that an American campaign and its partner committees passed the $100 million mark, and signals the 2012 GOP presidential fundraising could break Obama's 2008 record of $745 million. The reports also mark a second consecutive month Obama trailed his rival.

"We had our best fundraising month yet, and we still fell about $35 million short," campaign chief operating officer Ann Marie Habershaw told supporters in an email that asked for as little as $3 to help.

That's not to say Obama is broke or even certain to be outspent. And if he is, it's unlikely to become a determining factor in the election. While campaigns need money to pay staff, finance travel and buy television ads, money alone does not win elections when both candidates are financially competitive.

From the days when Obama and Romney formally announced their campaigns, Obama and his affiliated party groups have raised $552.5 million, compared with Romney's $394.9 million. The nonpartisan Sunlight Foundation broke down the numbers and noted that Romney would need to bring in $39.5 million more than Obama each month to exceed his total.

That leaves a steep climb for Romney, but not an impossible one. Conservatives who were skeptical of Romney now are rallying behind the GOP nominee after a topsy-turvy primary season that saw their favored candidates come up short. Polling shows Republicans eager to vote Obama out of office.

Romney's vice presidential selection in the coming weeks will create additional buzz and likely unleash a fundraising wave for the final months of the campaign.

Never before has an incumbent president failed to outraise a challenger, according to the Center for Responsive Politics, a campaign finance watchdog. In Obama's record-setting 2008 campaign, he made history in September by raising $150 million.
