(AP) ? For the first time since the Nov. 6 election, partisan bickering trumped bargaining Thursday as Democrats and Republicans vied for the political high ground in talks to avoid year-end tax increases and spending cuts that threaten harm to millions of middle class pocketbooks.

"No substantive progress has been made between the White House and the House" over the past two weeks toward averting the "fiscal cliff," House Speaker John Boehner declared after a private meeting with Treasury Secretary Tim Geithner in the Capitol.

He blamed the White House and members of President Barack Obama's party for refusing to propose specific savings from the government's huge benefit programs. "Unfortunately, many Democrats continue to rule out sensible spending cuts that must be part of any significant agreement that will reduce our deficit," the Ohio Republican said.

Senate Majority Leader Harry Reid rebutted moments later. "We're still waiting for a serious offer from Republicans," the Nevada Democrat said at a news conference. He noted that GOP leaders have refused the president's call to extend expiring tax cuts for the middle class while letting them lapse at upper incomes.

At the White House, presidential press secretary Jay Carney said flatly, "There can be no deal without rates on top earners going up."

Taking a confrontational, at times sarcastic tone, he said, "This should not be news to anyone on Capitol Hill. It is certainly not news to anyone in America who was not in a coma during the campaign season."

The White House also circulated a memo that said closing loopholes and limiting tax deductions ? a preferred Republican alternative to Obama's call to raise high-end tax rates ? would be likely to depress charitable donations and wind up leading to a middle class tax increase in the near future.

With barely a month remaining until year's end, the hardening of positions seemed more likely to mark a transition into hard bargaining rather than signal an end to efforts to achieve a compromise on the first post-election challenge of divided government.

Boehner suggested as much when one reporter asked if his comments meant he was breaking off talks with the White House and congressional Democrats.

"No, no, no. Stop," he quickly answered.

"I've got to tell you, I'm disappointed in where we are, and disappointed in what's happened over the last couple weeks. But going over the fiscal cliff is serious business."

At issue is a bipartisan desire to prevent the wholesale expiration of Bush-era tax cuts and the simultaneous implementation of across-the-board spending cuts. The potential spending reductions, to be divided between military and domestic programs, were locked into place more than a year ago in hopes the threat would have forced a compromise on a deficit reduction deal before now.

Economists in and out of government warn that sending the economy over the "cliff" would trigger a recession.

To avoid the danger, Obama and Congress are hoping to devise a plan that can reduce future deficits by as much as $4 trillion in a decade, cancel the tax increases and automatic spending cuts and expand the government's ability to borrow beyond the current limit of $16.4 trillion.

In the first few days after the elections, Boehner said he was willing to accept a deal that included new revenues, a long-time Democratic demand, and Obama has said he will sign on to savings from Medicare, Medicaid and other benefit programs that Democrats have long defended from proposed Republican cuts.

At the same time, both sides have worked to tilt the bargaining table to their advantage. As part of that effort, Obama travels to Pennsylvania on Friday to campaign for his tax proposal.

Boehner, who will begin a second term as House speaker early next month, has appealed to his rank and file to remain united. At a closed-door meeting this week, he displayed polling data that showed the public would rather see loopholes closed than rates raised as a means of raising revenue for the government.

Speaking with reporters after his closed-door session with Geithner, Boehner accused the president of holding "campaign-style rallies" rather than engaging in serious bargaining.

Reid, too, cited polls, saying the public favors the sort of balanced approach to deficit cutting, tax increases included, that Obama backed in his race against Republican Mitt Romney.

Polls of voters taken as they left their polling places on Nov. 6 showed 60 percent said taxes should go up on income over $250,000 or for everyone, including 77 percent of Democrats, 42 percent of Republicans and 59 percent of independents.

At the same time, 63 percent said that taxes should not be increased to reduce the federal budget deficit, a view shared by 50 percent of Democrats, 62 percent of independents and 81 percent of Republicans.

"Republicans know where we stand," Reid said at his news conference. "We're still waiting for a serious offer from Republicans."

Sen. Chuck Schumer, D-N.Y., was more emphatic.

Referring to a meeting at the White House more than a week ago, he said both sides agreed to a two-part framework that would include a significant down payment in 2012, along with a plan to expand on the savings in 2013.

"Each side said they'd submit a down payment. We have. Our preference is revenue. What is theirs?" he said, speaking of the Republicans.

In addition to sessions with Boehner and Reid, Geithner also met during the day with Senate Republican Leader Mitch McConnell and top House Democrats.

Said McConnell, in a statement: "To date, the administration has remained focused on raising taxes and attending campaign-style events, with no specific plans to protect Medicare and Social Security or reduce our national debt in a meaningful way." He added, "And today, they took a step backward, moving away from consensus and significantly closer to the cliff."

Still no tax hike in works in City of Meadville ? Local News ...

MEADVILLE ? With the city?s finance director crediting Meadville?s new stormwater management program with holding a 2-mill property tax increase at bay, a 2013 budget that holds the city?s property-tax rate at its current level has taken a major step toward final passage.

Plans call for first and second readings of the city?s proposed budget during council?s regularly-scheduled Dec. 5 study session, and the vote on final approval to take place during council?s monthly meeting on Dec. 19. Between now and then, anything can happen, but as of Wednesday night?s special council study session, a zero-mill property tax increase that would hold the rate at 20.92 mills looks like the direction things may go. With 1 mill equaling $1 for each $1,000 in a property?s assessed value, the owner of a Meadville residence with the median assessed value of $25,000 will receive a city property tax bill of $523.

As of 4 p.m. Tuesday, however, the city?s taxpayers had been about to be beneficiaries of a half-mill decrease. That was when Finance Director Tim Groves got a phone call from the PennPRIME Liability and Workers? Compensation Trust, the city?s worker?s compensation carrier, advising him that cost of the city?s worker?s comp coverage will increase by $70,000 in 2013. With each mill bringing approximately $145,000 to $147,000 into the city coffers, the increase effectively eliminated the possibility of a tax break.

According to City Manager Joe Chriest, the increase is a result of the implementation of Firefighter Cancer Presumption Act 46, which was signed into law by Gov. Tom Corbett and has been in effect since July 2011. The act designates cancer as an occupational disease for firefighters and extends the period for filing claims to more than 11 years. The change tripled the cost of the city?s workmen?s compensation payment for its firefighters; in 2012, the cost of the fire share of the city?s workmen?s compensation bill was $35,000.

Another option that would have allowed council to reduce the city?s tax bill by an additional half mill by reducing the city?s fund balance by $75,000 was rejected by council as being shortsighted.

?If you take $75,000 out of the fund balance this year, then you start next year $75,000 down,? Groves explained.

City Manager Joe Chriest noted that maintaining the current fund balance at approximately $700,000 allowed the city to save money by not having to take measures such as issuing tax-anticipation notes to cover the period before property taxes are paid.

?Taking the fund balance just kicks the can down the road,? Mayor Christopher Soff said. ?Eventually the city?s savings account will be depleted.?

As for the rest of the budget, ?Without stormwater we would be looking at a 2-mill increase right now,? Groves replied when Councilmember Nancy Mangilo-Bittner complained that the newly-enacted stormwater management program and its accompanying fee did not seem to be reducing bills received by the city?s property-tax-paying owners.

??I really thinned it as much as I could with realistic things we can live with year after year,? Groves added.

?The last thing I want to do is give a tax reduction and next year raise taxes by 2 mills,? Councilmember LeRoy Stearns observed.

Expressing disappointment that the current budget only manages to hold the current millage rate at the 2012 level but not reduce it, ?I challenge anybody ? anybody ? to find any fat in this budget,? Soff said, calling on the general public to ?show us how we can do this less expensively but continue the services everyone expects.?

Egypt crisis raises fears of 'second revolution'

CAIRO (AP) ? Faced with an unprecedented strike by the courts and massive opposition protests, Egypt's Islamist president is not backing down in the showdown over decrees granting him near-absolute powers.

Activists warn that his actions threaten a "second revolution," but Mohammed Morsi faces a different situation than his ousted predecessor, Hosni Mubarak: He was democratically elected and enjoys the support of the nation's most powerful political movement.

Already, Morsi is rushing the work of an Islamist-dominated constitutional assembly at the heart of the power struggle, with a draft of the charter expected as early as Thursday, despite a walkout by liberal and Christian members that has raised questions about the panel's legitimacy.

The next step would be for Morsi to call a nationwide referendum on the document. If adopted, parliamentary elections would be held by the spring.

Wednesday brought a last-minute scramble to seize the momentum over Egypt's political transition. Morsi's camp announced that his Muslim Brotherhood and other Islamists will stage a massive rally in Cairo's Tahrir Square, the plaza where more than 200,000 opposition supporters gathered a day earlier.

The Islamists' choice of the square for Saturday's rally raises the possibility of clashes. Several hundred Morsi opponents are camped out there, and another group is fighting the police on a nearby street.

"It is tantamount to a declaration of war," said liberal politician Mustafa al-Naggar, speaking on the private Al-Tahrir TV station.

Morsi remains adamant that his decrees, which place him above oversight of any kind, including by the courts, are in the interest of the nation's transition to democratic rule.

Backing down may not be an option for the 60-year-old U.S.-educated engineer.

Doing so would significantly weaken him and the Brotherhood at a time when their image has been battered by widespread charges that they are too preoccupied with tightening their grip on power to effectively tackle the country's many pressing problems.

Morsi's pride is also a key factor in a country where most people look to their leader as an invincible figure.

He may not be ready to stomach another public humiliation after backing down twice since taking office in June. His attempt to reinstate parliament's Islamist-dominated lower chamber after it was disbanded in July by the Supreme Constitutional Court was overturned by that same court. Last month, Morsi was forced to reinstate the country's top prosecutor just days after firing him when the judiciary ruled it was not within his powers to do so.

Among Morsi's first acts after seizing near-absolute powers last week was to fire the prosecutor again.

Unlike last year's anti-Mubarak uprising, calls for Morsi's ouster have so far been restricted to zealous chants by protesters, with the opposition focusing its campaign on demands that he rescind his decrees, disband the constitutional panel and replace it with a more inclusive one, and fire the Cabinet of Prime Minister Hesham Kandil.

"There is no practical means for Morsi's ouster short of a coup, which is very, very unlikely," said Augustus Richard Norton, a Middle East expert from Boston University.

Still, the opposition, whose main figures played a key role in the anti-Mubarak uprising, may be tempted to try to force Morsi from office if they continue to draw massive crowds like Tuesday's rally, which rivaled some of the biggest anti-Mubarak demonstrations. They will also likely take advantage of the growing popular discontent with Morsi's government and the fragility of his mandate ? he won just 51 percent of the vote in a presidential election fought against Mubarak's last prime minister.

With the country still reeling from the aftershocks of the 18-day uprising that toppled Mubarak's 29-year regime, activists and analysts warn that any escalation carries the risk of a second, and possibly bloody, revolution ? pitting Islamists against non-Islamists, including liberals, women and minority Christians.

Ominous signs abound. Anti-Morsi crowds have attacked at least a dozen offices belonging to the Brotherhood across the nation since last week. Clashes between the two sides have left at least two dead and hundreds wounded.

The violence and polarization has led to warnings from some newspaper columnists and the public at large of the potential for "civil war."

"As opposed to seeking face-saving compromises, (escalation by Morsi) would indicate starkly that Egypt's leaders have increasingly come to understand the current moment in zero-sum terms," said Michael W. Hanna, an Egypt expert from the New York-based Century Foundation.

"Beyond the political dangers it poses, the move will increase the risks that the contests for power will spill over into the streets, with civil strife a real possibility."

While potentially destabilizing, Morsi's tug-of-war with the liberal opposition pales in comparison to his battle with the powerful judiciary, which considers the president's decrees an unprecedented assault on its authority.

On Wednesday, judges of the nation's highest appeals court and its lower sister court went on strike to protest the decrees, joining hundreds of other judges who have not worked since Sunday.

The Supreme Constitutional Court, which is to rule Sunday on the legality of the constitutional panel and parliament's upper chamber ? both dominated by Morsi's Brotherhood and other Islamists ? admonished the president for accusing it of trying to bring down his government.

The loss of the judiciary's goodwill could prove costly for Morsi.

Already, the judges are warning that, unless their demands are met, they will not assume their traditional role of supervising a referendum on a new constitution or the parliamentary elections that would follow. Without them, the legitimacy of any vote would be in question.

"This is the highest form of protest," said Nasser Amin, head of the Arab Center for the Independence of the Judiciary and the Legal Profession. "The judges felt that the constitutional declaration has taken away from them the dearest and most important mandates" ? oversight of government decisions.

Recap: Colorado vs. Texas Southern

Spencer Dinwiddie turned in 24 points as the No. 19 Colorado Buffaloes survived a challenge from Texas Southern, 85-80, in double overtime in a non-conference battle.

Josh Scott added 18 points and 12 rebounds while Andre Roberson totaled 11 points and 12 boards for the Buffaloes (6-0), who have won the first six games in a season for the first time since 1989-90.

"To me the story of the night was Texas Southern, not the Colorado Buffaloes," Colorado head coach Tad Boyle said. "Their kids played their hearts out (and) we were fortunate to win."

Omar Strong's game-best 39 points -- aided by nine three-pointers -- wasn't enough for the Tigers (1-6), losers of four straight contests. Fred Sturdivant contributed 12 points, 11 rebounds and five blocks to a valiant, but losing effort.

"Our team put forth a lot of effort tonight and we came up short against a very talented team. I'm extremely proud of the way our guys fought out there. We have definitely given ourselves something to build on in the future," Tigers head coach Mike Davis said.

Scott rescued Colorado from a worse fate, notching this first five points of the second overtime period on a jumper and three-point play to make it 76-71. Texas Southern was forced to foul down the stretch, and the Buffs sank 5-of-6 from the line to seal the victory.

TSU was down by six with under five minutes to play in regulation, but Sturdivant's layup in the final minute forged a 59-59 deadlock and forced an extra session.

Once there, the Tigers were up 66-63 when Strong connected from long distance, but found themselves down by three after an Askia Booker triple. Lawrence- Johnson-Danner countered for the visitors and a second OT was necessary after Booker's desperation heave from long distance failed to hit the net.

Texas Southern jumped out to a 12-4 lead in the game's first five-plus minutes, and led 24-12 with under nine minutes to play in the first half on a Kyrie Sutton bucket.

Strong made two from the line and the edge ballooned to 39-26 before a Booker trey pulled Colorado within 10 at the break.

Sabatino Chen's 3-pointer capped an early second-half surge and provided a 45-42 edge for the Buffaloes, and the game seemed to be in hand after Dinwiddie's triple made it 56-50 with 6:46 to play.

NF1 Genetic Disorder Linked To Increased Breast Cancer Risk

New research found a more than four-fold increase in the incidence of breast cancer in women with neurofibromatosis-1 (NF1), which adds to evidence that women with this rare genetic disorder may benefit from early breast cancer screening (mammograms) beginning at age 40, and manual breast exams as early as adolescence.


?The normal NF1 gene is one of a number of so-called tumor suppressor genes. Roughly one in 3,000 Americans (equal numbers of males and females) has a mutated copy that no longer functions properly and allows tumors to grow unchecked. About half of people with NF1 inherit an NFf1 gene mutation from a parent, and the other half are the first in their family to have an NF1 gene mutation.

In a small study of 126 women with NF1 at the Johns Hopkins Comprehensive Neurofibromatosis Center, the researchers identified four cases of breast cancer, a four-fold increased risk for breast cancer in women with NF1 compared to the general population of women under the age of 50. NF1 is characterized by the uncontrolled growth of mostly non-cancerous tumors along the body's nerves, often resulting in pain and disfigurement.

Beyond their implications for breast cancer screening guidelines for women with NF1, the findings may also shed light on the origins and nature of breast cancer in those without the syndrome, the researchers say, because other recent studies suggest that some women without neurofibromatosis-1 had breast cancers fueled primarily by an NF1 mutation. A recent study estimated that 3 percent of all breast cancers in the general population are caused by NF1 mutations that arise spontaneously.

"When we study rare populations intensively, we learn things that also may be factors in very common diseases, like breast cancer," says Jaishri Blakeley, M.D., an assistant professor of neurology, neurosurgery and oncology at Johns Hopkins University School of Medicine and leader of the new study. "What we learn from this population will help us learn more about the subtleties of different types of breast cancers."

Blakeley says the results show the need for medical specialty societies to develop guidelines recognizing NF1 patients under the age of 50 as a group at increased risk for breast cancer. Guidelines developed by medical societies would change clinical practice and, just as importantly, encourage insurance companies to pay for potentially lifesaving screening in younger women with the debilitating disease, the researchers add.

"There are guidelines for how to care for women at high risk for breast cancer because of a family history of the disease, or because they have the BRCA genetic mutations, but there are no guidelines for women with NF1," Blakeley says. "Women with NF1 haven't even been on the radar as a high-risk population. Now that we increasingly understand the risk, we have to make sure doctors are talking to their patients about the benefits and risks of early screening."

Blakeley says she recommends that her NF1 patients get a manual breast exam from a physician annually, beginning in their teens. She recommends mammograms beginning at age 40, 10 years earlier than current National Cancer Institute guidelines for the general population. Research has not yet determined the ideal time for NF1 patients to get their first mammograms; some physicians suggest age 30, the age recommended for women with BRCA mutations. Blakeley says that because radiation exposure can sometimes trigger benign tumors to change to malignant tumors in NF1 patients, she worries about an extra 10 years of radiation exposure due to mammography.

In people with NF1, tumors often are on, or just below, the skin and can be disfiguring and painful, depending on where they are located. They can also appear in the brain and large nerves of the body, resulting in neurologic injury. Sometimes the tumors are surgically removed or treated with chemotherapy or radiation. However, these interventions can be risky and do not result in a cure, so many of those affected must live with the tumors and the disfigurement or pain that may accompany them, says Amanda Bergner, M.S., CGC, an assistant professor of genetics and neurology at Johns Hopkins who contributed to the research.

West Seattle holidays: Menashe family starts decking the house

The Sunday sunshine was a boon to many who wanted to get their Christmas lights up ? including the small army of family and friends working on West Seattle?s biggest and brightest display at the Menashe family?s home in the 5600 block of Beach Drive. They started work at 8 this morning, Josh Menashe told us, and by the time we stopped by about five hours later, they?d made a lot of progress. We got to meet two exuberant helpers ? two of Jack and Linda Menashe?s grandchildren, Jacob Menashe?s daughters Sophia and McKenna, who were riding in the cherry picker:

The girls helped show us some of the new/newer decorations waiting in the yard ? including candy canes taller than they are:

Here?s the biggest of the light-laden stars waiting to be put up around the property:

And while some of the shrubbery already was decked with bulbs, more lights ? in boxes and tubs ? waited to be added to the mix:

The Menashes will continue working on their display throughout the week, and they?re expecting to officially turn the lights on at 7 pm this Saturday (December 1st) ? if you want to be there, that?ll give you (and us!) time after the West Seattle Junction Christmas Tree Lighting celebration, (5 pm Saturday). Another date to note ? the evening of December 15th, Santa will be at the house for photos, as a benefit for the West Seattle Food Bank.

Pet 'Net 2012, Treesy: One Determined Senior Dog

Kate Paskal and her boyfriend Greg Stephens walked into the Humane Society of Missouri last year on a mission. ??When we walked into the adoption room, all the young dogs were in their kennels barking. There was one dog in a kennel separated from the rest with warning notes and signs on top of her kennel. Instead of barking, she was sitting in the back far corner. When they first brought her into the adoption room she was scared and cowering by the door. We sat on the floor with her and tried to make her feel comfortable. We went in to the Humane Society that day specifically wanting to see her. We knew she was older, and older dogs do not get adopted as often. We wanted to give her a good home, she deserved that,? said Kate.

Like a lot of homeless pets, many have interesting and sometimes painful back-stories. At 9 years old, Treesy had her share. ?The pretty Beagle had already been rescued from an abusive situation when she arrived last year at the Humane Society of Missouri. ?Then, she got a break! ?Someone adopted her, but Treesy turned out to be a bit of a Houdini with the ability to disappear and run away. ?She was gone for a week, and the new adopter feared she?d do it again. ?So she ended up back at the shelter and suffered another bout of bad luck. ?Treesy injured her foot, but eventually

Shortly after that, Treesy took off again. ?Actually, about three days after we had her home Greg was at the park with her and Puma. He accidentally dropped the leash and she went running. We were worried we were never going to see her again because of what had happened previously. She was missing for about an hour or so and then my younger sister, Molly, found her in the bushes. Luckily, her leash had gotten stuck. After that happened, we were worried and made sure to keep a tight grip on the leash. However, I don?t think she would run away from us now.?

Kate, Greg, Treesy and their other dog Puma were a happy family. ?Treesy was so happy with her new family and her new BFF, Puma. ?However it didn?t last long. ?Puma had cancer. ??It happened really suddenly. He got diagnosed with a very aggressive tumor when we noticed he had a bulge in his belly. After getting diagnosed we only had a month or so with him. It was awful and I miss him everyday,? Kate said.

Missing her friend, Tressy adjusted when they were hit with more bad news. ?During a routine teeth cleaning at the vet, they discovered a malignant tumor. ?Kate and Greg had a few options. ??We could do a surgery that would remove the entire lower left side of her jaw, or we could do minimally invasive chemo. The doctor told us if we didn?t do anything she might have 6 months to live,? said Kate.

They discussed Treesy?s options with family, friends and the people at HSMO who knew her so well and they opted for chemo. ?Kate said, ?The chemo treatments stopped the growth of the tumor and made it less inflamed. We will be forever grateful to her doctor for giving us more time with her. She is no longer getting treatments. Her tumor has gotten bigger and it does make it difficult for her to eat. We know we don?t have a lot longer with her, and are trying to keep her comfortable for as long as we can.?

That includes taking her to the beach, now that the couple has moved from St. Louis to

sunny California. ?Treesy is officially a California girl. ?Kate says, ?Without a doubt, she is a Cali girl. During the winter months last year it was always a dream of ours to take her back and let her walk around on the sand at the beach. We took her to a beach in Santa Cruz.?

So they love, spoil and comfort Treesy, who now walks along the beach with two people who didn?t let her age for one second stop them from adopting her.

?Treesy?s age didn?t matter to us when going in to adopt her. Puppies get adopted all the time and most often haven?t been through too much trauma in their lives. We wanted to give her the life she deserved. We highly encourage people to think about adopting an older dog. You are really allowing a dog to have a second chance at life.?

German Pirates Party struggles to define policy and stay afloat

BOCHUM, Germany (Reuters) - Germany's fast-sinking Pirates Party struggled to overcome infighting at a congress that ended on Sunday and chart a course for next year's federal elections that may see it cast into political oblivion as swiftly as it arrived.

Support for the Pirates, who surprisingly won seats in four states over the past year, has shrunk to around a quarter of its peak. Their demise could help the centre left recover enough votes to oust conservative Chancellor Angela Merkel.

The party surged to 13 percent support in April but is now under 5 percent, the threshold needed for it to enter parliament, after it has failed to define policy goals and board have members quarreled in public.

Nearly 2,000 Pirates delegates gathered in the western industrial city of Bochum at the weekend to try to put their differences behind them and flesh out their thin party program but agreed just a handful of the some 700 proposals.

"We're still a young party, everything is up in the air," said party member Rolf Schuemer, a 58-year-old teacher and cabaret artist, wearing the Pirates' trademark color orange.

Indeed, Schuemer said it remained to be seen whether they could ever agree policies beyond their original aims of more direct democracy, civil rights, and Internet freedom.

The Pirates initially attracted voters from across the political spectrum who were frustrated with traditional politics and their inability to influence it, albeit mainly from the left, as well as many who previously did not vote at all.

But many attracted to the Pirates have since turned away.

After the Pirates' initial success, their survival as a political force looks threatened. "It's still unclear if they will manage to make the 5 percent hurdle at the Bundestag elections," said Klaus-Peter Schoeppner of the Emnid polling institute.

Manfred Guellner, director of the Forsa polling institute, said voters who once leaned to the Pirates were likely to abstain, and some would go to other parties: "They still have a chance as frustration with the other parties remains."

VAGUE POLICY COURSE

The Pirates Party emerged in Sweden six years ago to campaign for free downloads for personal use. When the German chapter was founded months later, it was seen as a splinter group for computer nerds.

The Pirates are still led by their technology-savvy core, but they are trying to broaden their agenda to move beyond their traditional answer of "We don't have an opinion on that yet".

But their attempt at direct democracy, where each member has a right to propose and vote on policy, is unwieldy. On the table for debate in Bochum were some 700 motions on everything from the economy to foreign policy.

Even the mode of debate has to be voted on by the party's grassroot members. Members waited in queues 10 meters long to speak. Sitting hunched over laptops, sipping beer and soft drink, the Pirates debated for hours for just a few motions.

"I would have hoped for more concrete proposals, but at least we have a good roadmap now," said one 44-year-old Pirate and computer scientist, draped in a rainbow party flag.

"I'm happy we managed to agree anything because we have gained so many new members it's difficult to get consensus."

The number of members has nearly tripled to around 34,000 in a year, making it the largest party that is not represented in the Bundestag and the seventh largest party overall.

Membership however does not necessarily reflect popularity, and the Pirates had been polling third place for much of this year, ahead of all the other smaller parties including the Greens. But the rate of new members joining is slowing.

The Pirates agreed a broad-brushed economic vision aiming to provide all citizens a "fair participation" in the country's wealth. The motions agreed were mostly leftward leaning.

The party for example committed to examining the option of a basic income, a system of social security that regularly provides each citizen with a sum of money unconditionally.

The Pirates also agreed neither to pursue the aim of full employment nor to follow policy oriented solely towards growth.

LEARNING CURVE

Pirate leader Bernd Schloemer told Reuters the economic policies had most in common with the Greens, Germany's erstwhile anti-establishment party that has now gone mainstream, but there were also liberal elements.

The Pirates hope a focus on policy, after months of public infighting on the board, will restore their tarnished image.

"It's time for us to realize we want to do politics together, without insulting, disrespecting or ignoring one another," Schloemer said.

Party leaders say they have had a steep learning curve and are in the process of becoming more professional after being belittled in German media reports for their chaotic start.

The Pirates caught other parties by surprise in September last year, gaining nearly 9 percent of the vote for Berlin's city assembly. It went on to win seats in the state assemblies of Saarland, Schleswig-Holstein and North Rhine-Westphalia.

But the latest poll for Lower Saxony, which holds elections in January, puts the Pirates on just 3 percent. In Hesse and Bavaria, which hold votes later in the year, it is also under the 5 percent threshold.

Party member Schuemer said he wanted to focus on how different the Pirates were to anything that came before them. "It is an exciting experiment, with an uncertain outcome."

Lowe's home improvement sees net income increase - WDNY

Home improvement retailer Lowe?s reports a ?third-quarter net income, of $396 million, an?increase of?76 percent compared to last years third quarter of $225 million.

This week our featured business is Antiques on Washington, on the west side of the historic Clinton Square.? Karen Switzer is the owner of Antiques on Washington and opened the store in 2003.

Antiques on Washington features furniture, tools, glassware, linens, and many other antique items.? There are over 100 antique-framed pieces of art?paintings and photographs.? They don?t do a lot of refinishing at this store, preferring instead to buy their antiques in good condition for their customers.? They do small repairs, but their main goal is to have antique items the way they were originally.

Karen?s ?real? job is with her husband, Jim, in the Switzer Law Office where she is a paralegal and works full time.? She checks the store nearly daily and spends many evenings and weekends there.? She has other help, of course, that keeps the store open during the day.? Antiques on Washington provides three jobs to our community.

Karen has always enjoyed antiques and auctions.? She grew up in rural southern Indiana where her parents and grandparents had a lot of antiques in their homes.? She learned her passion from her mom who took her to auctions, thrift stores and antique stores for fun.? It is what they enjoyed doing together.

Karen believes that antiquing is green and good for our society?antiquing is the ultimate recycling!? Antiques on Washington provides two jobs to our community.? Martha Peck and John Palmer both work part-time in the store.? John does everything from fixing to refinishing and working behind the counter.

Bears quarterback Jay Cutler is waiting for clearance from an independent neurologist on Saturday. If he gets it he?ll almost certainly move from questionable to probable. Wide receiver Alshon Jeffery is out after having his knee scoped.

Raiders at Bengals

It?s another week without running back Darren McFadden, defensive tackle Richard Seymour and running back Mike Goodson for the Raiders. Running back Taiwan Jones is also questionable in the injury ravaged Oakland backfield. Wide receiver Andrew Hawkins and tight end Richard Quinn are doubtful for the otherwise healthy Bengals.

Steelers at Browns

Steelers quarterbacks Ben Roethlisberger and Byron Leftwich are out, leaving the job to Charlie Batch. Tackle Marcus Gilbert and wide receiver Jerricho Cotchery have also been ruled out by Pittsburgh. Safety Troy Polamalu is doubtful after a long-awaited, limited return to practice on Friday and wide receiver Antonio Brown is questionable. Cornerback Joe Haden plans to play for the Browns, who ruled out cornerback Dimitri Patterson and safety Raymond Ventrone.

Bills at Colts

There are 16 probable Bills, including running backs Fred Jackson and C.J. Spiller. Spiller?s getting the start on Sunday, though. The Colts could get tight end Coby Fleener back after the rookie was listed as questionable, but cornerback Vontae Davis is likely to miss his fourth straight game after drawing a doubtful tag.

Titans at Jaguars

The Titans have a group of questionable players, although none of them play major roles for the team. Running backs Maurice Jones-Drew and Greg Jones will miss another Jaguars game. Safety Dwight Lowery and cornerback Rashean Mathis could return after landing questionable designations.

Broncos at Chiefs

With cornerback Tracy Porter cleared to return, the Broncos are light on injury issues to watch. The Chiefs may be soliciting volunteers on the offensive line with tackle Branden Albert doubtful and guards Jon Asamoah and Ryan Lilja questionable for Sunday. Wide receiver Dwayne Bowe is probable, however.

Seahawks at Dolphins

Seven Seahawks are probable, including running back Marshawn Lynch, and all are expected to be healthy enough to play. The Dolphins are in pretty much the same shape, outside of tagging linebacker Austin Spitler as questionable.

Falcons at Buccaneers

Wide receiver Julio Jones, cornerback Asante Samuel and linebacker Sean Weatherspoon are listed as questionable for the Falcons, although all three players were able to practice this week. Safety Charles Mitchell is out. The Buccaneers don?t have much to report on their injury report. Safety Cody Grimm is out and cornerback Eric Wright is questionable with an Achilles injury.

Ravens at Chargers

Ravens cornerback Jimmy Smith will miss another game after sports hernia surgery. Cornerback Chris Johnson is doubtful, defensive end Pernell McPhee is questionable and 13 Ravens are probable on an injury report made more comprehensive following their fine for not reporting safety Ed Reed?s shoulder injury. The Chargers hope to get defensive tackle Aubrayo Franklin back this week as he?s listed as questionable after missing last week?s loss to the Broncos. Linebacker Larry English and wide receiver Eddie Royal are out, while guard Tyronne Green and tight end Dante Rosario are doubtful.

Rams at Cardinals

Linebacker Mario Haggan is out for Arizona and wide receiver Danny Amendola is doubtful after missing practice all week with an injured foot. Cardinals quarterback Kevin Kolb is questionable, but rookie Ryan Lindley gets the start for Arizona. Defensive end Calais Campbell and running back LaRod Stephens-Howling are both questionable while running back Beanie Wells is probable to make his return from a stint on injured reserve.

49ers at Saints

The 49ers aren?t saying who will start for them at quarterback, which makes Alex Smith doubly questionable. New Orleans could be in trouble at right tackle with Charles Brown out and Zach Strief questionable. Defensive end Junior Galette and cornerbacks Elbert Mack and Corey White have been ruled out.

Packers at Giants

Linebacker Clay Matthews, safety Charles Woodson, cornerback Sam Shields and linebacker Terrell Manning are all out for the Packers. Wide receiver Greg Jennings is questionable after making a return from a torn abdominal muscle at practice this week. The Giants have ruled out wide receiver Domenik Hixon and linebacker Jacquian Williams. Safety Kenny Phillps is questionable, although he has predicted a return to action this week.

While there are plenty of deals and discounts to be had on TVs, phones,?laptops and other tech products, camera-wise, there aren't a lot of reasons to wait in line until midnight?after Thanksgiving dinner. That's because the year's best cameras ? many of which are?rounded up here?? simply?aren't subject to fire-sale pricing. The cameras you'll most likely?find in sales circulars?are cheapies to begin with, or are?nicer but older cameras that have to move because they're just taking up space.

Sure, you can get a Nikon D3200 for $600 at Best Buy on Friday, and that's a good deal on a relatively new camera. But this is the same good deal that's been going at B&H and other retailers for a while now. Same thing?goes for the unremarkable $649.99 Black Friday?price tag on the remarkable Sony NEX-5R with kit lens.?

The camera you'll see everywhere?with the biggest price cut is the?Canon T3.?Though it'll take decent pictures, it's a year old, was downmarket to begin with, and has long since been replaced by shinier hardware.?

What about the dozen or so point-and-shoots that cost less than a steak dinner? Many of them, particularly the?off-brands, will?perform worse than your phone's camera.

Only a few noteworthy point-and-shoots appeared as we combed Black Friday ads from top retailers. Canon's ELPH 110 HS and Samsung's?WB150F are both modest but decent little cameras?that usually go?for around $180, but will be selling for $130 at Best Buy?and Adorama respectively. Neither would be a bad camera to keep as a back-up, or to give to a photo-enthusiastic kid.

Another recommended?Canon, the SX260, lists for $299.99, so the fact that Best Buy and others are selling it for $199 is pretty great. It's definitely a deal ? especially with free case and memory card ??but the camera already sells on Amazon for $229.99, and we spotted one other?retailer selling it for $209.99.

Whether the motivation lies with?the retailers or the suppliers (or both), the price flexibility in the camera world?shows a desire to offload old inventory, not to?shed light on hot new cameras. Perhaps the assumption is that shoppers,?in the heat of the Black Friday or Cyber Monday?moment, won't have time to check the specs. Meanwhile, camera buffs will likely?pay more for hot devices like the Olympus?E-M5 or Sony RX100, so why offer them deep?price cuts?

But if you're a photographer ??or just shopping for one ? don't despair. Prices may not be plummeting on the best stuff, but?accessories are on sale, and camera bundles offer a new kind of value proposition. Who couldn't use an extra 16-gigabyte SD card? At under?$10 each in multiple sales they're a solid deal. And every photographer needs a couple external hard drives ? and you can get multi-terabyte ones for under $100 at Staples, Best Buy or Office Depot.

If you do decide to pick up a camera, even at fairly regular prices, keep an eye out for bundles. Sometimes in order to get around manufacturer ?pricing rules, shops sell a camera for an ordinary price but include a bunch of goodies to make up for the lack of savings.

For instance, here's that D3200 at Adorama for just under $600. But if you scroll a little further, here's the same camera with the same lens for the same price ? except you get a bag, a 16-gigabyte card, and some filters as well. Why is this? It's a mystery, but not the bad kind of mystery. Get the bundle. Even if there are things in there you don't think you'll use, it can't hurt to take it all and sort out what you'll keep once you get home.

And if you do?want to pick up a sweet new DSLR or fancy point-and-shoot, just remember that prices will?never go up, and tend to go down. Generally, the worst time to buy any camera is the month or so after it launches, but soon enough, the pricing does?start to ease downward, even if it doesn't drop like a rock. Just because the camera of your dreams isn't a doorbuster doesn't mean it's not delivering value. And in the Black Friday frenzy, when every slash of a price tag triggers a visceral reaction,?it's worth remembering that you sometimes have to pay more to get more.
